Backdrop
District government had
already started drafting district budget in a time when there is there is no Local Government in
place and the district is being run by administrators under the supervision of DCO. Sungi’s
Human and Democratic Rights Programme (HDR) realizing the gap between the district
administration and the common people started pre-budget consultation meetings with district
administration. The objective of the meetings is to provide a platform to HDR activists come
together and discuss their development proposals with EDO Finance and District Planning
Officer.
First consultation started
with the EDO Finance District Haripur on March 22,2010. Twenty activists from 9 Union Council-
Jabri, Pind Kamal Khan, Rehana, Muslimabad, Chajjian, Ghamawan, Beatgali, Kharbara and Beer of
District Haripur participated in the consultation meeting.
After introduction of participants, Manager HDR welcomed the participants
and stated the objectives of the meeting that were to bridge the gape between the people and
line agencies so that they can work together uplift the rural union council of Haripur. He
further appraised the EDO Finance and District Planner Officer about the needs of the people
that are still to be addressed. He told the finance and planning team about the process Sungi
do in village development planning (VDP). Sungi believe in participatory planning and
execution of projects that is why people owns Sungi’s schemes and took care of after
completion through and elected operation and maintenance committee.
Mohammad Asif EDO Finance
appreciated Sungi efforts to mobilize community building liaison with the government line
agencies. He emphasized on the participants of the meeting to join hands with district finance
and planning team to start the development schemes in coming days. I would like to see Sungi’s
activists as finance and planning activist too he further said. He requested the activist to
keep eyes on the ongoing schemes and apprise him about the progress. He also advised the
participants to own the government initiated schemes and establish operations and maintenance
committee like Sungi for their project’s sustainability.
The participants of the
meeting briefed planning and finance team about the problems of their areas. They, while
representing their UC appraised the district finance and planning team about the schemes of very
important nature. The detail of schemes identified by the community representatives are given
below in the table.
He emphasized on the CCBs representatives and especially the CSOs to prepare need based prnance
Haripur. oject that support those segment of the community which are neglected in LG system because
of number of reasons. He thanked to Sungi for facilitating the workshop.
