Position Title:  Admin and Finance Officer

Major roles and Responsibilities:

Finance:

Under the guidance of the Deputy Manager Finance – HO, the Finance &Admin Officer will provide high-quality professional financial expertise to manage operations according to Sungi rules and procedures.

  • Confirm that proposed obligations or disbursement for services, supplies and equipment, as well as those pertaining to personnel, are in accordance with the Financial, HR and Procurement Regulations and Rules of the Sungi, relevant appropriations and staffing tables and corresponding approved allotments.
  • Accurate financial record as per Sungi and Donors’ policies and procedures of the assigned location.
  • Cash management and safekeeping of petty cash.
  • Advise on financial matters to Project Head and project staff.
  • Respond to internal/external audit observations.
  • Manage the utilization of project petty expenses and keep a track of petty cash expenditures in line with standard financial procedures.

Administration and Procurement:

  • Be responsible for all administrative functions under the supervision of the Admin Manager.
  • Supervise and support to field administrative staff in line with the organization’s vision, mission, and policies.
  • Continuously analyze the external environment to align administrative, procurement, and procedural policies with current needs.
  • Provide periodic administrative analysis of programs/projects to top management for decision-making.
  • Negotiate and manage vendor contracts (e.g., hotels, printing, stationary, supplies) including pre-qualification through market analysis.
  • Oversee asset and fleet management including record-keeping, inventory, maintenance, and tracking of vehicles and equipment.
  • Ensure compliance with regulatory authorities and donors’ procurement policies and procedures.
  • Liaise with engaged government departments and contractors for all civil works during execution of the WRAP project activities.
  • Lead procurement planning for WRAP project activities in line with the implementation strategy.
  • Ensure completeness of documents in compliance with donor and organizational procurement policies and procedures for timely processing of vendors’ and contractors’payments
  • Assist the project manager in supervising support staff and drivers, ensuring proper maintenance oflogbooks, vehicles, and attendance.
  • Manage office security, maintenance, and service agreements.
  • Maintain friendly environment for smooth functioning of admin department.
  • Submit monthly, quarterly and annual progress reports.
  • Assess office needs for equipment and supplies, obtain tenders, and prepare comparative statements with recommendations.
  • Prepare and maintain procurement documentation including RFQs, bid evaluations, purchase orders,and contracts.
  • Coordinate with technical teams to ensure timely delivery of materials and services.
  • Support technical teams with procurement verification during field visits.
  • Maintain updated stock registers and perform periodic store reviews.
  • Arrange travel, lodging, and meeting logistics for staff and stakeholders (e.g., inception meetings, workshops).
  • Maintain and update inventory records of all non-expandable equipment and furniture.
  • Oversee vehicle and transport arrangements, including supervision of driver operations.
  • Ensure the proper operation and maintenance of the vehicle fleet and other assets.
  • Monitor office supply levels and coordinate replenishment as needed.

Required Qualifications and Experience:

  • Ability to operate in administratively self-serviced environment
  • 16 years of Education preferably in Business Administration, Public Administration or Supply Chain Management. 
  • Minimum 3-5 years of relevant experience preferably in NGO Sector. 
  • Hands-on experience in procurement / supply chain management. 
  • Proficiency in Administrative, logistics and security measures. 
  • Strong analytical, problem-solving and communication skills (Verbal & non-verbal).

Position Title: Project Coordinator 
Nature of Contract: Full Time

Position Report to: Program Manager 

Job Summary:

The Project Coordinator will be responsible for the day-to-day management, coordination, and implementation of the rainwater harvesting and ground water recharge project in District Okara. S/he will ensure the timely delivery of project activities, stakeholder coordination, and compliance with donor and organizational standards.

Reporting Lines

The position reports to the Program Manager for all administrative, managerial and planning matters.

Key Responsibilities:

  • Lead district-level planning, execution, and reporting of project activities.
  • Work closely with Program Manager to coordinate and facilitate smooth implementation of the project
  • Lead overall planning, coordination, and management of field activities aligned with project milestones.
  • Supervise field teams including social mobilizers, technical staff, and support personnel.
  • Coordinate with government departments (e.g., PHED, Education, LG&RD), schools and health facilities for site identification and approvals.
  • Ensure effective implementation of rainwater harvesting systems and ground water recharge pilots.
  • Facilitate community-level meetings, inception sessions, and action plan development with CSOs, CBOs, and local stakeholders.
  • Coordinate the training of youth and women on low-cost water harvesting techniques and digital tools.
  • Support implementation of digital dashboards and GIS tools for community-level decision-making.
  • Ensure social inclusion by engaging women, persons with disabilities, and minorities in planning and monitoring.
  • Lead behavioral change campaigns on water conservation, hygiene, and climate resilience.
  • Support regular monitoring, documentation of success stories, and lesson learning for replication.
  • Prepare and submit narrative progress reports, budgets, and donor updates in a timely manner.
  • Represent the project at district coordination forums, donor visits, and public engagement events.

Required Qualifications and Experience:

  • Master’s degree in Social Sciences, Environmental Studies, Development Studies, or related field.
  • At least 5 years’ experience in managing development projects, preferably in WASH, climate, or community resilience.
  • Strong skills in coordination, communication, and stakeholder engagement.
  • Proven ability to manage multi-stakeholder field teams and logistics.
  • Knowledge of the local context in South Punjab preferred.

Position Title: Social Mobilizer

Reporting Lines

The position reports to the District Coordinator/Program Manager for all administrative, managerial and planning matters.

Job Summary:

The Social Mobilizers will be responsible for grassroots community engagement, awareness raising, and facilitating participation of youth, women, and marginalized groups in the planning and implementation of the project. Establishment of social structures, awareness raising etc.

Key Responsibilities:

  • Identify and mobilize target communities, including youth groups, women’s groups, and local CSOs.
  • Conduct baseline consultations, community needs assessments, and awareness sessions.
  • Facilitate the development of Community-Based Action Plans related to water conservation and climate resilience.
  • Support behavior change communication (BCC) activities including school drives, street theater, IEC material distribution, and rallies.
  • Organize community engagement events such as installation ceremonies and feedback forums.
  • Coordinate the identification of public buildings for harvesting interventions with support of community elders and local leaders.
  • Ensure meaningful participation of vulnerable and underrepresented groups.
  • Maintain detailed records of field activities, participation sheets, and feedback data.
  • Assist in monitoring progress indicators, case story collection, and photography/video documentation.
  • Liaise with local authorities, teachers, mosque committees, and health staff to promote shared ownership.

Required Qualifications and Experience:

  • Bachelor’s degree in Social Sciences, Rural Development, or related discipline.
  • 2-3 years’ field experience in community mobilization or awareness campaigns.
  • Fluency in local languages; strong communication and facilitation skills.
  • Gender-sensitive approach and experience working in rural Punjab communities.

Position Title: Deputy Manager Finance and Accounts(Only Female)

Profile Summary

The position aims to ensure that all Accounts and Finance related activities at the Head office are completed accurately and in a timely manner as per the Sungi Policies. Deputy Manager Finance acts as a look after all accounting and finance activities at GL level and assists the Director Finance in achieving the departmental objectives.

Tasks & Deliverables

Finance & Accounts

  1. Handling all accounting and financial record for the head office and assigned projects.
  2. Book-keeping and safe keeping of financial records and files.
  3. Processing the payments in a timely manner in compliance with the requirements of Sungi Policies and Donor guidelines
  4. Ensure the completeness and accuracy of vouchers and supporting documents
  5. Timely recording of transaction in the system
  6. Posting bank, Cash, Journal vouchers in the books of Accounts and software.
  7. Ensure deduction of income tax and sales tax from all payments where applicable as per requirement of the relevant laws and deposit the same with prescribed time
  8. E-filing of tax statements.
  9. Making payments through Cheques and Cash as per the Sungi Policies
  10. Preparation of Bank Reconciliation statements, Audit Schedule and reconciling subsequent position showing in trial balance and Financial reports.
  11. Maintaining organizational and project budgets and corresponding expenditure records
  12. Preparing Budget vs Actual reports for the projects and share with relevant project managers.
  13. Extend support during the internal and external audits of the organization and projects
  14. Preparing and maintaining Bank book and cash book on daily and monthly basis.

Qualification & Experience

  • Bachelor Degree in Finance, Commerce or Business Administration/ CA Inter and Articles completed
  • Minimum 5 years of relevant experience
  • Experience of using Quick Books Accounting Software & good hands-on experience in Microsoft Excel
  • Hands-on knowledge of income and sales tax laws

Procedure for submitting the Quotation:

 

  1. Quotation must be submitted on the letterhead.
  2. Quotation must be submitted in a sealed envelope.
  3. Quotation must be submitted by 16:00 hours of the last day of the competition.
  4. Quotation must include all of the information listed above. If a quotation is missing any of this information, it may be disqualified from the quotation process.

 

Sungi will:

  1. Make a decision regarding the vendor on a basis of the best combination of the following factors:
  • Price · Quality · Terms of payment     · Delivery schedule
  1. Reserve the right to reject any and all quotations received.
  2. Review all quotations by an internal Procurement Committee.
  3. Respond to all quotations by fax or by phone within three weeks of the deadline and once all the necessary Sungi internal procedures have been completed.
  4. Reserve the right to make changes to the above-specified quantities, up until the time that the final awards are concluded.
  5. Follow the ensuing terms of payment for the commodities: Sungi will issue a crossed cheque to supplier upon delivery of goods and/or completion of services. Cash payments will not be made. Payments will be made in Pakistan
