  1. Background

Sungi Development Foundation (SDF)is implementing the Restoration of Social Services and Climate Resilient (RSS&CR) project in District Torghar, with a focus to enhance the resilience of vulnerable communities to hazards and adapt to climate change. Union Council Ghari Hasan Zai & Darban are the targeted areas as they are prone to multiple hazards including floods, landslides, and extreme weather events, which pose significant threats to both infrastructure and livelihoods.

Under the RSS&CR project, SUNGI plans to conduct a Multi-Hazard Vulnerability and Capacity Assessment (MHVCA) to identify community vulnerabilities, capacities, and gaps. This assessment will guide future capacity-building actions and enable stakeholders to develop informed strategies for disaster risk reduction (DRR) and climate adaptation.

  1. Objectives of the Consultancy

The objective of the consultancy is to conduct a Multi-Hazard Vulnerability and Capacity assessment (MHVCA) in Union Council Ghari Hasan Zai & Darbani, Tehsil Ghari Hasan Zai, Torghar. The assessment will identify various hazards and analyse the key risks posed. It will further evaluate the vulnerabilities and capacities of local communities, providing critical insights for developing a risk reduction and climate adaptation plan.

  1. Scope of Work

Engaging local stakeholders to gather insights employing a participatory approach, the assessment will:

  1. Identify hazards, elements at risk, and vulnerable groups
  2. Identify vulnerabilities (such as social, physical, economic, environmental, and institutional) to multiple hazards (natural and climate-related) and impact in Union CouncilGhari Hasan Zai & Darbani.
  3. Engage local stakeholders to gather insights and strengthen community participationand identify the current level of capacity amongst stakeholders to address issues.
  4. Prioritize areas of low capacity, identify actions needed forcapacity building.  These should be doable actions under each context of prevention, mitigation, and preparedness to reduce disaster risk in Union CouncilGhari Hasan Zai & Darbani. Template is attached (Annex-1).
  5. Provide actionable recommendations for future capacity-building initiatives.
  6. Provide a final report, including an analysis of hazard, vulnerabilities, and capacities, and recommendations for building resilience in Union Council Ghari Hasan Zai & Darbani.

Methodology

The individual consultant will be required to:

  • Review existing data: Collect and review secondary data related to hazards, vulnerabilities, and capacities in the project area.
  • Design MHVCA Tools: Develop assessment tools (quantitative and qualitative data collection tools) and methodologies in consultation with SDFand local stakeholders.
  • Stakeholder Engagement: Engage with local stakeholders, including government officials, community leaders, local NGOs, District Disaster Management Authority (DDMA), and vulnerable groups (women, children, elderly, persons with disabilities, etc.), to gather insights and ensure participation in the assessment process.
  • Field Assessment: Conduct field visits and primary data collection in selected communities of Union CouncilGhari Hasan Zai & Darbani to assess vulnerabilities and capacities.
  • Data Analysis: Analyse the data to identify key vulnerabilities and existing capacities of local communities.
  • Report Writing: Develop a comprehensive report that includes an analysis of the findings, identified gaps, and recommendations for future capacity-building initiatives.
  • Recommendations: Provide specific recommendations on DRR measures and capacity-building needs in the region and how to enhance resilience.
  • Presentation of Findings: Present the findings of the assessment to SDF, and relevant key stakeholders.

 

Deliverables

The consultant will be responsible for delivering the following:

  • Inception Report: Including the proposed methodology, work plan, and data collection tools (within 2 weeks of contract signing).
  • Fieldwork Report: Summary of key findings from the field data collection.
  • Draft Report: A comprehensive draft report including analysis, identified vulnerabilities, capacities, gaps, and recommendations for future capacity-building actions.
  • Final Report: Incorporating feedback from SDFand stakeholders, along with an executive summary and recommendations.
  • Presentation: A PowerPoint presentation summarizing key findings and recommendations for stakeholders

 

Time Frame

The assignment is expected to be completed in 2 weeks from the date of contract signing, following the timeline below:

  • Inception Report: 2 days
  • Data Collection and Field Assessment: 3 days
  • Data Analysis and Draft Report Submission: 3 days
  • Final Report Submission, feedback and approval: 2 day

Required Qualifications

The consultant must have the following qualifications:

  • Master in disaster risk management, climate change, social sciences, or related fields.
  • Should have at least 5 years of experience.
  • Proven experience in conducting MHVCAs or similar assessments.
  • Strong understanding of DRR, climate change adaptation, and community resilience.
  • Experience in working with rural communities, particularly in hazard-prone areas.
  • Excellent analytical, report writing and communication skills.
  • Proficiency in local languages and understanding of the local context will be an asset.

 

Payment Schedule

The consultant will be required to submit a financial proposal detailing the cost of the consultancy. The payment schedule will be as follows:

  • 10% upon submission of Inception Report.
  • 20% upon completion of data collection and submission of the Fieldwork Report.
  • 30% upon submission of Draft Report
  • 40% upon submission and approval of the Final Report.

Profile Summary

The position aims to ensure that all Accounts and Finance related activities at the Head office are completed accurately and in a timely manner as per the Sungi Policies. Deputy Manager Finance acts as a look after all accounting and finance activities at GL level and assists the Director Finance in achieving the departmental objectives.

Tasks & Deliverables

Finance & Accounts

  1. Handling all accounting and financial record for the head office and assigned projects.
  2. Book-keeping and safe keeping of financial records and files.
  3. Processing the payments in a timely manner in compliance with the requirements of Sungi Policies and Donor guidelines
  4. Ensure the completeness and accuracy of vouchers and supporting documents
  5. Timely recording of transaction in the system
  6. Posting bank, Cash, Journal vouchers in the books of Accounts and software.
  7. Ensure deduction of income tax and sales tax from all payments where applicable as per requirement of the relevant laws and deposit the same with prescribed time
  8. E-filing of tax statements.
  9. Making payments through Cheques and Cash as per the Sungi Policies
  10. Preparation of Bank Reconciliation statements, Audit Schedule and reconciling subsequent position showing in trial balance and Financial reports.
  11. Maintaining organizational and project budgets and corresponding expenditure records
  12. Preparing Budget vs Actual reports for the projects and share with relevant project managers.
  13. Extend support during the internal and external audits of the organization and projects
  14. Preparing and maintaining Bank book and cash book on daily and monthly basis.
  15. Maintaining an updated record of staff advances

Qualification & Experience

  • Bachelor Degree in Finance, Commerce or Business Administration/ CA Inter and Articles completed
  • Minimum 5 years of relevant experience
  • Experience of using Quick Books Accounting Software & good hands-on experience in Microsoft Excel
  • Hands-on knowledge of income and sales tax laws
