Position Title: Finance & Admin Officer
REPORTING LINE: Project Coordinator / Finance & Admin Manager – HO

Location: Zonal Office, Sukkar ALLOCATED TIME: 40 HOURS PER Week

Major roles and Responsibilities: Finance: 1. Under the guidance of the Finance Officer – HO, the Assistant/ Finance Officer will provide high quality professional financial expertise to manage financial operations according to Sungi rules and procedures and advise the Manager Finance. 2. Confirm that proposed obligations or disbursement for services, supplies and equipment, as well as those pertaining to personnel, are in accordance with the Financial, HR and Procurement Regulations and Rules of the Sungi, relevant appropriations and staffing tables and corresponding approved allotments. 3. Accurate financial recording as per Sungi and Donors’ policies and procedures of the assigned location. 4. Cash and bank management including safe keeping of petty cash. 5. Cash flow statement for each bank account 6. Advise on financial matters to Project Head and project staff. 7. Preparation of monthly financial monitor FIN 8 and obtaining comments from location head. This information will be required not only by HO Finance person but by relevant Project/Project Head. 8. Assist, prepare or consolidate financial reports for inclusion in the Financial Statements to be submitted. And be able to carry out necessary budget revisions. 9. Respond to internal/external audit observations. 10. Coordinate and supervise the processing of Inter Office Vouchers, payroll, vendor claims and travel 11. Monitor, analyze, and approve transactions for entry into the accounting system. 12. Manage the utilization of project petty expenses and keep a track of petty cash expenditures in line with standard financial procedures. 13. Any other assignment given by the supervisor. Administration: 1. Be responsible for all the administrative functions of the Sungi under the supervision of the Head of Administration; 2. Submit daily, weekly, monthly and quarterly progress reports; 3. Assess office needs, in terms of expendable and non expandable equipment, obtain tenders where necessary, prepare comparative statement with recommendations for procurement; 4. Maintain an inventory (including location) of all non expandable equipment and furniture; 5. Maintain stock registers for stationary, making periodical review of store and office needs; 6. Be responsible for office security and other office maintenance and service agreements, management security, operation of maintenance of the vehicle fleet of the project; 7. Assist the project manager in supervising the support staff; 8. Assist the project manager in supervising the drivers in their work performance, log books, vehicle maintenance and servicing, attendance; 9. Checking and keeping of all agreements, records related to office premises and rented vehicles of the project; 10. Develop and maintain an accessible and user-friendly record keeping and retrieval system of project administrative files, records, data in relation to all administrative and personnel matters; 11.   • To identify the priority villages and to mobilize and raise awareness on hygiene promotion.
  • To conduct hygiene sessions to sensitize the community on healthy practices to implement them in their daily life.
  • Committee formation at the village level and to organize and conduct an assessment of flood affected households, especially, Women, Widow, girls, boys and people with disability.

Duty Station: Rural Health Center (RHC’s)

Scope and Objectives Primary health care and preventive health awareness Health and Hygiene Promotion Prenatal, antenatal, and postnatal care for mothers and newborns Referrals of patients with chronic conditions to tertiary health care.   Major roles and Responsibilities:  
  • Adhere to organization Code of Conduct and internationally accepted humanitarian principles.
  • As a Woman Medical Doctor, the incumbent will be responsible for patients care during routine OPD checkups and keep record of each patient.
  • As a women medical officer ensure the Static healthcare facility rendering primary healthcare services particular to pregnant and lactating mothers
  • Provide immediate report/s of suspected epidemic diseases; examine patients to determine medical problem, utilize physical findings and patient’s statements for better care and proper treatment.
  • Ensures that relevant health education is carried out to patients’ according to the situation.
  • Facilitating public immunization programme including public health campaigns like Malaria/HIV/TB/HCV
  • Appropriate referrals of patients to the tertiary care facilities in district headquarter hospitals and specialized health care centers in Sukkur and follow up, coordinate with District office regularly and provide reports on daily activities to the Project Coordinator.
  • Providing clean and safe birth and delivery services at RHCs
  • Coordinate with Project Coordinator in routine on OPD.
  • Act in a respectful and culturally sensitive manner towards other colleagues & community.
  • Handle emergency medical cases and Report immediately suspected epidemic disease to Hospital Director / RHC supervisor and immediately referred to DHQ.

Goal: To reduce the high maternal mortality and infant mortality rate in the country General objectives:
  • To make safe delivery possible for the women in their homes and in the communities
  • To initially work in tandem and eventually replace the TBA, by offering skilled midwifes to the community
Specific objectives:
  • Midwives deliver patients’ babies in either birthing centers, patients’ homes, or hospital settings. They provide emotional support and guidance before, during, and after labor. They also identify high-risk pregnancies and educate patients and their families on antenatal care and reproductive health.
Major roles and Responsibilities:
  • Monitoring the health of pregnant women and their unborn babies.
  • Educating patients as well as their partners and family members on reproductive health, preparation for parenthood, and antenatal care.
  • Teaching patients with pain management techniques to prepare them for labor.
  • Delivering patients’ babies in birthing centers, patients’ homes, or hospitals as well as providing emotional support and encouragement during labor.
  • Taking and recording patients’ blood pressure, temperature, and pulse as well as ordering diagnostic tests as needed.
  • Helping patients and their partners to cope with miscarriages, stillbirths, neonatal deaths, and terminations.
  • Teaching new mothers how to feed their newborns.
  • Assisting patients in creating suitable birth plans.
  • Providing sound advice to patients regarding diets, exercises, and medications suitable for pregnancy.
  • Explain to the mother what to eat and why, during pregnancy and lactation
  • Help pregnant and lactating women to deal with nutritional problems
  • Recognize common danger signs during pregnancy that require timely or immediate referral for medical attention
  • Assess risk conditions and manage these according to the level of risk involved
  • Advise women and the family about the possible dangers involved in home delivery when contraindicated and advise delivery in a hospital/health facility capable of coping with the complications
  • Initiate discussions during the antenatal period and provide guidance about breast feeding and postponing the next pregnancy
  • Advise the mother and the family about collecting and preparing things for delivery for herself and for the newborn two months before her due date, including money for emergency

  • Prepare the environment, material needed for delivery by herself and by the mother to ensure clean and safe delivery
    Qualification and Experience.
  • A Diploma in Midwifery from an accredited school of Nursing & Midwifery with at least 1-2 years’ experience

  Scope and Objectives   The position holder will be directly engaged to execute the field interventions. The candidates are required to have a previous experience regarding pre and post observation of election process in KP Province. The position holder will be responsible to supervise and execute the pre and post-election observation along with the capacity building of field observers.   Reporting Lines   The position reports to the Senior Program officer for all administrative, managerial and planning matters.   Roles and Responsibilities.   The key responsibilities  
  1. Work closely with Senior Program Officer to coordinate and facilitate smooth implementation of the project activates
  2. Prepare annual, quarterly, and monthly work plans, conduct all the planned meetings and other events accordingly.
  3. Maintain coordination and support the program team in building and maintaining coordination with relevant public sector departments and partners for the smooth execution of interventions in the target districts
  4. Coordination and liaise with District Election Commission Offices in both target Districts.
  5. Work closely with the partner NGO, TMOs and community groups in each Tehsil to ensure their timely planning, implementation, recording and reporting of project activities.
  6. Establish referral network in consultation and collaboration with key stakeholders
  7. Document meeting minutes and event reports for both internal and external forums
  8. Documentation of incidents of electoral violence and hate speech reported in newspaper and subsequent reporting on MIS
  9. Coordination of local parliamentarian, conducting interviews and meetings in both Districts
  10. Monitoring and reporting of barriers to electoral and political process, reducing the access and participation of women, ethnic and religious minorities, persons with disabilities, transgender and other marginalized and excluded segments of the society
  11. Conduct capacity building of political workers on different thematic and technical areas.
  12. Identification and profiling  of Election Day Observers from both districts
  13. Arrange the seminars, dialogues and other events as per plan
  14. Identification and profiling of political workers for training in both districts.
  15. Maintain record of field teams and their activities
  16. Track progress pace to ensure timely implementation of activities
  17. Any other task assigned by the supervisor
